Can someone help me with this minecraft problem?

I'm trying to play minecraft offline so i downloaded the executable file from minecraft.net. It wont connect to the internet and it says connection failed and the "try again" and the "play offline" buttons show up but i'm never able to click on play offline it says "(not downloaded)" right below the button. Can someone please help? I have a premium account.
