Executable Jar file not opening?

I've downloaded 2 different programs, which both had good reviews and other people could use them. (I downloaded 2 different files to make sure that it wasn't the programs themselves) and when i try to open them programs nothing happens. The mouse turns into the Egg timer icon but that's it.
