How to mark all programs automatically as executable - Ubuntu?

This is part of the security of any Linux distribution. It would allow setting individual rights to the program to control who used it, and would also stop a malicious program from running itself the way they can under MS Windows. Since they are not identified by a file extension there is no way to force them to be. Again better security.
