Dog still has biting problems!?

Ok i tried giving him some rawhide bones but he just tears those things apart and keeps jumping up and biting my family he is like 4-5 months old now he is aggressive and he is strong too my brothers and sisters are terrified of him because he still has that problem and he got bigger and buffer from a few months ago before his problem was so innocent since he was a tiny sweet puppy now he is still sweet.....sometimes i bought him toys and he ripped those up we also have a little chihuahua/pug and our Rocky(one with problems) just hurts our poor little dog and rocky is very territorial and protects everything he made contact with before including the food and water bowl which leaves our chihuahua almost dying of thirst and hunger so we leave him outside the fence to eat and drink in peace while rocky is in the fence but i want them to get along and quit his problem so please help.
